    admitting defeat:

    His campaign tour was called "Winning the War on Terror", he's said over and over again "we are winning the war on terror":

    In his State of the Union Address on January 29, 2002, President Bush stated: "we are winning the war on terror." Again on February 14, 2003, President Bush asserted: "We're not only doing everything here at home, but we're doing everything we can abroad. Let me first tell you this: we're winning the war on terror." Most recently, on August 15 he declared, "Our nation is waging a broad and unrelenting campaign against the global terror network, and we're winning."

    Now he says we can't win:

    The president who has campaigned for months as the candidate who can win the war on terror said in an interview broadcast Monday that he doesn't think such a war ever could be won.

    "I don't think you can win it," Bush said...

    Is that another flip-flop?
