    If we're already there, but "Iraq remains too fragile for any planner to know what shape the country will be in six months or a year from now - whether it will reach compromises and hold together or split apart in a civil war" and officers remain privately worried that there may be a coup or a civil war despite their presence then how does anybody figure that the US forces are somehow a "bulwark against chaos"? What are they gonna say if a fullscale civil war breaks out and we're still there, trying to achieve whatever the fuck it is that we're there trying to achieve? If you wanted to be a bullwark against chaos in the Middle East would you be building more permanent foreign bases around the heart of Islam, in another hostile country?
