The Nixon Administration, the SIOP, and the Search for Limited Nuclear Options, 1969-1974. It reveals that on some level Nixon and Kissinger considered commies humans also. Perhaps as much as one tenth. It's exactly the sort of rare change of course that at every crisis we're told we've committed to, and here it was just a sort of afterthought, finally documented 40 years later. We might conjecture that Nixon held some concern about a legacy of being looked upon as a bigger dick than Hilter and Stalin combined, rather than as our last liberal president, but that'd be calling his bluff.
