  The Hadronic Negation Emitter was developed after the Coeval Photon
  Discharger had been deployed widely in the field for those Cyborgs 
  in need of protection for energy onslaughts, but with the desire for a
  device that was on a smaller scale. It uses many of the same principals
  as its predecessor, yet has a smaller bandwidth and thus a slightly 
  lower effectiveness rating.
