  The Thermal Balancing Unit is designed to regulate the core temperature
  of the Cyborg. It can both dissipate heat and create it to bolster the
  Cyborgs modestly against thermal attacks. It does not however have the
  processing capacity to effectively regulate the heat generated by the
  use of implants themselves. They are still capable of overloading the
  device.
